How to start/stop fluids from a fill object emitter

I have a small bottle that I have filled using the fill object emitter. It spills over, looks great. I want to a second mesh pass where the bottle spills over, but the fluid doesn't start spilling til the object is on the ground for awhile. What's the best way to key that in. I know you can use "speed" with a circle emitter. It seems like cranking density or viscosity while make things unstable.....Thanks
